Solicitation & Bidding
- RFI — Request for Information. Market research, not a real bid.
- RFP — Request for Proposal. The formal bid document.
- RFQ — Request for Quote. Usually for products or commercial items.
- SOW — Statement of Work. Describes what you're delivering.
- PWS — Performance Work Statement. Outcome-focused SOW.
- SOO — Statement of Objectives. Even more outcome-focused; you write the SOW.
- BAA — Broad Agency Announcement. Typically for R&D.
- SAP — Simplified Acquisition Procedures. Streamlined process for contracts under ~$250K.
- SAT — Simplified Acquisition Threshold. The dollar limit for SAP (currently $250K).
- LPTA — Lowest Price Technically Acceptable. Cheapest compliant bid wins.
- BVTO / Best Value — Trade-off between price and technical quality.
Contract Types & Vehicles
- FFP — Firm Fixed Price. One price, agreed upfront.
- T&M — Time and Materials. Hourly billing.
- CPFF — Cost Plus Fixed Fee. Cost reimbursement plus negotiated fee.
- IDIQ — Indefinite Delivery / Indefinite Quantity. Umbrella vehicle for task orders.
- BPA — Blanket Purchase Agreement. Pre-negotiated pricing with one agency.
- GWAC — Government-Wide Acquisition Contract. IDIQ usable across agencies.
- MAS — Multiple Award Schedule (formerly GSA Schedule).
- SIN — Special Item Number. Sub-category within a Schedule.
People & Roles
- CO — Contracting Officer. Has legal authority to award and modify contracts.
- COR — Contracting Officer's Representative. Day-to-day technical contact.
- KO — Same as CO (older term).
- PM — Program Manager. The agency person owning the requirement.
- SME — Subject Matter Expert. Your in-house specialists.
Set-Asides & Certifications
- 8(a) — SBA program for socially/economically disadvantaged businesses.
- SDVOSB — Service-Disabled Veteran-Owned Small Business.
- VOSB — Veteran-Owned Small Business.
- WOSB — Women-Owned Small Business.
- EDWOSB — Economically Disadvantaged Women-Owned Small Business.
- HUBZone — Historically Underutilized Business Zone.
- SDB — Small Disadvantaged Business.

- FAR — Federal Acquisition Regulation. The master rulebook.
- DFARS — Defense FAR Supplement. DoD-specific clauses.
- CMMC — Cybersecurity Maturity Model Certification. Required for DoD.
- NIST 800-171 — Standard for protecting Controlled Unclassified Information.
- DCAA — Defense Contract Audit Agency. Audits cost-type contracts.
- DCMA — Defense Contract Management Agency. Day-to-day contract admin.
- CPARS — Contractor Performance Assessment Reporting System. Your federal report card.
- DPAS — Defense Priorities and Allocations System. Priority ratings on critical contracts.
- FCL — Facility Clearance.
- TAA — Trade Agreements Act. Country-of-origin compliance for products.

- SAM.gov — System for Award Management. Where you register and find opportunities.
- UEI — Unique Entity Identifier. Replaced the old DUNS number.
- FPDS — Federal Procurement Data System. Historical award data.
- USAspending.gov — Public spending data.
- WAWF — Wide Area Workflow. Where you submit invoices for DoD contracts.
- eSRS — Electronic Subcontracting Reporting System.
Misc
- NAICS — North American Industry Classification System.
- PSC — Product Service Code.
- POP — Period of Performance.
- RFP/Q/I drop — When the formal solicitation is publicly posted.
